Add CI/CD Pipeline

Set up a CI/CD pipeline for this project. Include stages for linting, type checking, testing, building, and deploying. Use the CI platform that makes sense for this project (GitHub Actions, GitLab CI, etc.). Add caching for dependencies to speed up runs. Fail fast on lint/type errors before running slower tests.
